The president of the French Football Federation (FFF) has told L'Equipe he is confident that Neymar will soon be able to make his Paris Saint-Germain debut.
Neymar's world-record €222 million move from Barcelona went through last week and he was unveiled at the Parc des Princes before Saturday's Ligue 1 win over Amiens.
But the Brazil international was unable to make his PSG debut that day because his international transfer certificate had not been received by the Ligue de Football Professionnel (LFP) from La Liga.
He could yet play at Guingamp on Sunday, although it is reported to be more likely that he makes his PSG bow at home to Toulouse the following weekend.
But Noel Le Graet said no documentation was now missing and added: "The transfer is complete, so this should not last.
"The federation is in contact with our Spanish counterparts. There is no reason for this hold-up to continue. These are complicated deals, but there is no missing document today.
"I do not need to tell you that there are a few problems within the Spanish federation. I do not doubt that this will be quickly solved. Wolves do not eat each other, you know."
Spanish radio station RAC1 reports that the reason PSG have not yet received the documentation to register Neymar is because the check used to pay the Brazilian's buyout clause has still not cleared.
Neymar's legal team delivered the €222m check to the offices at Camp Nou last Thursday, but Barca are said to be waiting for it to clear still.
Until then, the Catalan club will not pass on the necessary paper work and the uncertainty will continue over Neymar's presence in this weekend's match against Guingamp.
Le Graet hailed the Neymar move as "brilliant" but acknowledged concerns voiced by Lyon president Jean-Michel Aulas about the effectiveness of financial fair play (FFP) regulations.
"I congratulated PSG as soon as the transfer was made official," he added. "It is absolutely brilliant for French football.
"I remember that their financial checks went perfectly. I can understand other Ligue 1 chairmen with different business models see this [the Neymar deal] differently, though.
"However, this transfer is not directly linked to Le Championnat. The goal, with this, is the Champions League. Everybody knows that. This ambition is a legitimate one."
Meanwhile, Globo Esporte has reported that FIFA's dispute resolution chamber could get involved in Neymar's dispute with Barcelona over a bonus.
Barca have said they will not pay the €26 million that had been due to the player and his father, who is also his representative, as part of a bonus for his contract renewal last year as "the agreed conditions have not been met."
Globo Esporte said Neymar's father believes the full amount is due because it formed part of Neymar's salary.
